OTOH, the incompetent bastards who stole babies from their families last time caused worse trauma by failing to keep accurate records, so more kids were able to be trafficked and more parents never found them again.

Historic Fascist movements necessarily have incompetence problems because they value loyalty over ability. Of course this did not prevent them from doing harm, but it did hasten their downfall.
